Sometimes it happens that you want to use your Windows Server as an DHCP server without having an Active Directory environment.Unfortunately MS believes that this is not a supported operational mode.

All the author says is to create the following 32 DWORD:
Add this key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DHCPServer\Parameters Name: DisableRogueDetection Type: REG_DWORD Data: 0x1
And it worked like a charm.
Add the following to dhcp_no_auth.reg
Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DHCPServer\Parameters] "DisableRogueDetection"=dword:00000001
